The Administrative Review Tribunal is seeking applications for a Policy, Procedures and Training Officer within the new Operational Policy, Procedures and Training section.

This ongoing full-time hybrid role can be located in Adelaide, Brisbane, Canberra, Darwin, Hobart, Melbourne, Perth or Sydney.

Remuneration: The annual salary range for the position is APS5 $85,755 pa - $91,809 pa, plus a generous employer superannuation contribution of 15.4%.

About the opportunity

Reporting to the Assistant Director and working closely with Senior Policy, Procedures and Training Officers, this role will assist in the development and maintenance of procedures, policy, template and training products.

This involves a range of different support for the section that may include tasks related to the development of procedures, policy or training products, liaison with internal stakeholders, and the coordination of consultation or training events. The role is also responsible for maintaining the section's key internal communication channels, including intranet content, mailbox, and regular reporting, as well as record-keeping.

About you:

To be successful you will have:

  • Ability to maintain productive relationships with a variety of stakeholders and work collaboratively to achieve outcomes.
  • Demonstrated ability to conduct analysis of sometimes complex and voluminous material, exercise sound judgement, identify opportunities for improvement and suggest creative solutions.
  • Good communication skills, including the ability to produce high-quality written materials for a range of internal and external audiences, and provide sound advice to internal stakeholders on the use of materials published by the section.
  • Demonstrated capacity to work independently with some guidance, manage competing priorities, plan, and negotiate timeframes.
  • A well-developed understanding, or the ability to quickly acquire a well-developed understanding, of the Tribunal's legislative, operational and policy context, particularly in relation the development of policy, procedure and training materials.

The Digital Systems, Solutions and Sustainment (DSSS) branch sits within the Digital Business Division (DBD) of the Department of Agriculture, Fisheries and Forestry. The division consolidates digital functions from across the department to deliver best-in-class digital and data products. DSSS is responsible for mission-critical systems supporting Australia’s biosecurity, cargo, science, and regulatory operations.

The Opportunity

We are seeking an experienced and motivated EL1 Business Analysts to join our agile multi-disciplinary teams. This opportunity is open to external candidates who are passionate about delivering high-impact digital solutions that meet user needs and drive transformation.

Key duties for this position include, but are not limited to:

  • engaging with our internal and external users to understand and capture user needs and identify opportunities for sustained applications (short and/or long-term digital transformation)
  • work closely with solution architects to design solutions that fit within the architecture standards for the program, and how the design might contribute to future state architecture
  • supporting user engagement throughout the different phases of Discovery, Alpha, Beta and Live; including the provision of ongoing business and technical advice
  • develop artefacts and diagrams to define and document user needs and system concepts and functionality
  • write user stories/PBIs for development, maintain alignment with features, dependencies within stories; help guide the sequence of development and acceptance testing of the implemented PBIs

Please note:

  • This recruitment process will initially be used to fill two vacancies, both non-ongoing. The non-ongoing role will be offered for an initial period of 12 months, with the possibility of extension for a further 12 months.

About the Role We are seeking two experienced Business Analysts (one APS6 and one EL1 equivalent) to support a federal government client on a regulatory transformation project. The successful candidates will work as part of a small, high-performing team to analyse current regulatory processes and design leaner, more efficient models that maintain or enhance compliance outcomes.
The focus of this engagement is on improving regulatory effectiveness and reducing administrative burden through structured process analysis, redesign, and practical implementation recommendations.

Mandatory Requirements
