The Health and Community Services Directorate delivers integrated long-term policy advice for the ACT Government and client-centred services for those Canberrans who need them. The Executive Branch Manager, Office for Aboriginal and Torres Strait Islander Affairs will be responsible for the provision of high-level strategic advice and policy for the ACT Government and Aboriginal and Torres Strait Islander communities.  You will communicate sensitivity effectively and will provide best practice advice, policy guidance and reporting support to those areas of Government responsible for delivering specialist Aboriginal and Torres Strait Islander services as well as building cultural integrity across all mainstream services. The position is also responsible for the day-to-day management of the Office of Aboriginal and Torres Strait Islander Affairs and provides leadership to ensure the Office for Aboriginal and Torres Strait Islander Affairs and government agencies have robust working relationships to deliver effective policy and programs to enhance the wellbeing of Aboriginal and Torres Strait Islander people in the ACT.

The successful candidate will have a proven track record and experience in Aboriginal and Torres Strait Islander Affairs, particularly working with Aboriginal and Torres Strait Islander people and communities.

This is a designated position in accordance with s42, Discrimination Act 1991 and is only open to Aboriginal and/or Torres Strait Islander people. Aboriginal and/or Torres Strait Islander heritage is considered essential and therefore a Confirmation of Aboriginality may be requested.

Remuneration: The position attracts a remuneration package ranging from $288,060 to $298,258 depending on the current superannuation arrangements of the successful applicant. This includes a cash component of $254,964.

Contract: The successful applicant will be placed on a short-term contract available immediately until 30 June 2026 with possibility of a further extension of up to six months.

About Us:

Located at Castlemaine, Loddon Prison is a 477-bed Medium-Security Prison for sentenced male prisoners. Adjacent to Loddon Prison is Middleton, a 236-bed Restricted Minimum-Security Prison for sentenced male prisoners. The focus of both prisons is rehabilitation via individual case management, employment, education, training and also the provision of programs and targeted interventions to address offending behaviour and promote the development of prosocial behaviour. Both prisons provide contemporary and quality correctional services that prepare prisoners for transition and reintegration.

About the Role:

The position of Assessment and Transition Coordinator is situated within the Offender Services Team at each prison. The Assessment and Transition Coordinator undertakes prisoner risk assessments using the approved CV assessment instrument, facilitates the parole application processes including liaison with the Adult Parole Board and Community Correctional Services and provides a range of support and services to assist prisoners to transition into, through and out of prison. This includes participating in the Case Management Review Meetings to develop and review progress against local plans; coordinating prisoner involvement in transitional programs; liaison and provision of assistance to external service providers; facilitating referrals, and delivering and coordinating the delivery of the programs.

The Assessment and Transition Coordinator is responsible for ensuring that the prison complies with requirements as outlined within the prison's Service Delivery Outcomes and other relevant policies

Some of your duties will include:

  • Participating in the development, coordination and delivery of prisoner risk assessment and pre-release services within a prison location
  • Undertaking prisoner risk assessments and needs assessments, coordinating prisoner's applications for parole and contributing to the Case Management Review process
  • Supporting the delivery of the CV Reintegration Program at the prison location.
  • Coordinating and facilitating the delivery of sessions and services, both individually and in conjunction with service delivery providers, including co-facilitation with stakeholders and partners.

Early Learning Victoria is establishing a government-owned early learning and childcare centre at Portland South Primary School. Opening in 2026, this 57-place centre will provide long day care and Three and Four-Year-Old Kindergarten, eventually transitioning to include Pre-Prep. 

Role Purpose

The Early Childhood Educator (Diploma qualified) will support the team to deliver high-quality early childhood education, guided by evidence-informed, contemporary pedagogy and practice, which is aligned with the National Quality Standards, Victorian Early Years Learning and Development Framework and National Education and Care Law and Regulations. You will help create a positive learning environment which facilitate rich interaction and support children's social, emotional and cognitive development. You will build positive, respectful and collaborative relationships with families, children and colleagues, ensuring an inclusive environment where each child's learning and development needs are met, and the service's policies and regulatory standards are maintained.

Role Requirements:
  • High Quality Practice: Coordinates an environment where children can flourish and thrive, supported by evidence-informed, pedagogy and practice that upholds all elements of the Victorian Early Years Learning and Development Framework, the Education and Care Services National Law and Regulations and the National Quality Standards and is guided by the philosophy of Early Learning Victoria. Delegates tasks to team members which are consistent with qualifications to manage workload efficiently. Demonstrates regular reflective practice strategies and provides constructive feedback to staff to support professional development improvements.

  • Compliance and Child Safety: Has a high-level understanding of the Education and Care Services National Law and Regulations, National Quality Standards, Child Protection and Child Safe Standards, Approved Frameworks and all Early Learning Victoria policies and procedures. Ensures these are embedded in centre practices and are adhered to by team members.

  • Educational Delivery: Develops plans, delivers and coordinates integrated teaching and learning strategies, guided by the individual learning and development needs of each child. Encourages reflective practice with all members of the team to evaluate the effectiveness of teaching practices and their impact on children's learning and development. Completes documentation in relation to children's learning in line with organisational philosophy and evaluates the impact of teaching practices on children's learning. Plays an active role in providing clear communication with families regarding their child's development.

Experience required will include
  • Demonstrated experience as an early childhood educator (Diploma qualified) is desirable, delivering a high-quality play-based educational program

  • High- level understanding of the Victorian Early Years Learning Development Framework, Education Care Services National Law and Regulations, the National Quality Framework and Child Safe Standards

  • Effective communication and relationship-building skills with staff, children, families and communities.

  • Experience working with vulnerable children and families is desirable.

Specific skills/qualifications required
  • ACECQA approved Diploma level qualification or actively working towards a Diploma in Early Childhood Education and Care.

  • Valid `Employee' Working with Children Check

  • Willingness to consent to a Police Check (to be arranged by Early Learning Victoria)

  • International Police Check required if resided outside of Australia for 12 months or more during the last 10 years

  • First Aid, CPR, anaphylaxis and asthma qualifications

  • Protecting Children - Mandatory Reporting online learning

  • Food Handling Certificate and Safe Sleep Training is desirable.

THE ROLE
The Director, Child Protection has operational decision making and is responsible for effective service responses that improve outcomes for vulnerable children, young people, and their families in the statutory Child Protection program.

ACCOUNTABILITIES INCLUDE

  1. Lead the delivery of child protection operations, strategic planning and performance reporting function for the Area ensuring an evidence base is available to support effective service responses that improve outcomes for vulnerable children, young people and their families.
  2. Ensure that program targets, performance objectives and statutory responsibilities are met.
  3. Analyse compile and report on data performance and trends within Child Protection.
