About the opportunity

As the Property Agreements Specialist reporting into the Property Agreements Manager, you will provide senior level support to the Inland Rail property agreements function across projects within NSW and Queensland facilitating delivery of a corridor of land that helps to make Inland Rail a reality. This role involves ensuring all contractual rights and obligations are understood and complied with, managing commercial risks, leading negotiations, and maintaining compliance with legal standards.

Key responsibilities will include but are not limited to:

  • Provide senior level professional support to the Property Agreements Manager in the delivery of targeted outcomes for the Property acquisition program.
  • Support at a senior level, the program of land acquisition contracts and agreements - including resourcing, program management, strategy and governance.
  • Assist in implementing the agreed delivery mechanisms spelt out in the program property acquisition strategy, supporting management strategies.
  • Facilitate and operationally support strong outcomes focused, partnering relationships with State agencies for the acquisition of land.
  • Assist in the development of procedures to achieve equitable outcomes, value for money and facilitate good governance, ensuring that matters of probity and any potential conflict of interest are actively managed and controlled.
  • Implement and operationally support procedures that directly contribute to honest, ethical and productive relationships with affected landholders and that enhance ARTC / IR's social licence to operate.
  • Provide instruction and senior level guidance within a team of approx. 8-10 professional staff, as well as service delivery contractors.
  • Lead the preparation and delivery of required information packages supporting land acquisition outcomes to the satisfaction of relevant state agencies, internal and external stakeholders.
  • Directly negotiate with internal and external stakeholders to reach agreement on the conditions and terms of purchase of property.

About You

The successful candidate will demonstrate a diverse set of skills and qualities, including the ability to influence and negotiate with internal and external stakeholders, have a depth of knowledge of property and conveyancing laws and the ability to problem solve and resolve stakeholder issues with empathy.

  • Tertiary qualified (degree qualification in technical, legal, conveyancing, property or other relevant discipline)
  • Knowledge of and experience in real estate contracting, negotiations for land acquisition and/or compulsory acquisition of land.
  • Exceptional communication and presentation skills.
  • High level interpersonal skills and empathy for stakeholder issues.
  • Highly developed problem resolution skills with experience in relationship management.
  • Working knowledge of contracts law.
  • Strong risk management experience with an ability to assist in evaluating identified risks/opportunities and development of agreed strategies and management plans to mitigate risk.

Desirable Selection Criteria

  • Experience in the development and delivery of major infrastructure projects through a program of works model or functional matrix organisational structure.
  • Extensive knowledge of Project Management and Procurement.

As a Property Advisor, your primary objective will be to provide essential support to the Property Agreements Manager and the property team in the acquisition and divestment of real estate, focusing on coordinating relevant property and legal issues arising from the NSW and QLD Inland Rail program of works.

Key responsibilities will include but are not limited to:

  • Preparation of instructions to the internal legal team and external legal providers to facilitate the conveyancing of properties in accordance with NSW and Qld legal obligations.
  • Preparation of property agreements using IRPL approved templates including but not limited to contracts for sale, leases, agreements for lease, agricultural leases and licences and residential tenancy agreements.
  • Liaison with internal legal team, external legal providers and Acquisition Managers to progress contract negotiations.
  • Assist the property team with coordinating and tracking instructions to the survey team in relation to conveyancing matters.
  • Liaise with, and attend meetings with local and State authorities, internal and external legal, Acquisition Managers, Survey team, Portfolio team and stakeholder engagement personnel in relation to conveyancing matters.
  • Assist in preparing all supporting documentation to obtain internal and external approvals for the acquisition, sale and occupation of land.
  • Work in conjunction with other Inland Rail Property personnel, to ensure that all functions are directed towards Inland Rail meeting business objectives.
  • Ensure all required property management data bases are maintained and undertake property administrative tasks as required.
  • In consultation with the Property Agreements Manager ensure that all required approvals have been obtained, monies disbursed, legal documentation executed, and that legislative compliance is maintained.
  • Ensure instructions are provided to internal legal teams and external legal providers in a timely manner, ensuring advice is received by due dates and communicated to the respective property team members.
  • Ensuring property conveyancing milestone dates (exchange, settlement, payment of funds) are achieved.

About the Position 

You will be able to manage a portfolio of commercial and retail properties and provide a professional service to clients as well as develop and secure new clients to ensure the growth of Ray White Commercial Canberra within a positive team culture.

You will work as part of a team of Property Managers, Associate Property Managers, Facilities Manager & Trust Accountants. Our Property Managers also have a strong working relationship with our Sales & Leasing Team. 


Key responsibilities will be: 

  • Follow up Tenant Arrears & issue Annual Rent Reviews to tenants

  • Approve owner payments twice a month

  • Prepare annual property budgets

  • Manage after hours callouts/maintenance

  • Conduct regular property inspections

  • Coordinate Building upgrades & refurbishments - capital expenditure

  • Coordinate routine repairs & maintenance – Manage defect reports & repairs

  • Manage Lease renewals (incl. negotiations)

  • Manage tenant movement in/out of properties

  • Attend other client meetings

  • Manage Insurance Renewals and Claims

  • Recover Sundry charges from tenants

  • Budgets - prepare and review property budgets, once a year from March to June

  • Recoverable Outgoings - Prepare & review recoverable outgoings

  • Process Invoices for payment
     

Training

  • Participate in Training/Education - Property Manager to Property Manager advice, Property Manager to Sales & Leasing advice and external training

  • Attend Industry functions
     

This position will be well suited to someone with a strong background in Property Management, including:

  • Residential or Commercial property management experience

  • Current Real Estate Registration through the ACT Office of Fair Trading

  • Working knowledge of ACT legislation relevant to this role (Leases Act, Agents Act, Dangerous Goods Act, Work Health & Safety Act, Unit Titles Act, Unit Titles (Management) Act, BCA)

  • Intermediate user of Google Suite & Microsoft Office 

  • Ability to build strong and effective relationships

  • Ability to work without supervision

  • Decision making, Problem solving skills & Conflict Resolution

  • Sound numeracy skills

  • Neat personal presentation

    Must have a current drivers license and own a reliable and presentable vehicle
