The Leasing Specialist reports directly to the Leasing Manager and is tasked with the negotiation and implementation of leases and licenses across the Bureau's national property portfolio. This role is critical in ensuring that the Bureau secures favourable lease terms that align with long-term strategic objectives. Collaborating closely with internal stakeholders, including legal, finance, and Observing Systems Operations team, the Leasing Specialist is responsible for managing the end-to-end leasing process, from initial negotiations through to the execution and implementation of agreements, ensuring that all critical dates are met and that the Bureau's interests are protected at every stage.

Role responsibilities

The responsibilities of the role include but are not limited to:

  1. Complying with all Bureau work, health and safety policies and procedures, and taking reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct. 
  2. Providing a high level of customer service to all internal and external parties to meet program rollout deliverables.  
  3. Exercise sound judgement when dealing with complex sites affected by varying state legislations and adherence to all legislative requirements, including native title requirements.
  4. Provide support to senior team members.  
  5. Prepare agreements and manage the process to execution.
  6. Negotiate agreements with landowners in a timely manner, while ensuring a value for money outcome for the Bureau. 
  7. Exercise initiative and judgement in the interpretation of policy and application of practices and procedures. 
  8. Operating under the responsibilities and limits of authority of the Commonwealth Property Management Framework and the Land Acquisitions Act 1989 and Public Governance, Performance and Accountability Act 2013 (PGPA)
  9. Liaise with Business Unit representatives ensuring that leasing outcomes are consistent with the respective operational requirements of the Business Unit.
  10. Provide supervision and guidance to colleagues, ensuring a work environment that supports teamwork, cooperation, performance excellence and personal success.
  11. Escalate complex matters, with clear communication to enable informed decision making. 
  12. Proactively identify and implement improvements in process and procedure.
  13. Be aware of, and apply as necessary, the principles and practices of the various elements of the Bureau's Social Justice policies.

The Role
 
As the Facilities Portfolio Lead, you'll oversee a portfolio of properties in your assigned area and play a key role in maintaining high-quality, safe, and compliant facilities. You'll be working as part of a large corporate head office when based on-site which is typically three days per week with two days working from home, or on the road at various assets. The role has no direct team-management responsibilities but your ability to manage up and down will see you thrive; communication is vitally important.
 
Key responsibilities include:
  • Overseeing preventative maintenance programs for building systems (HVAC, plumbing, electrical, security, and more)
  • Managing contractor performance and ensuring service-level compliance
  • Coordinating reactive maintenance requests and troubleshooting issues efficiently
  • Conducting inspections and reporting on safety, compliance, and operational standards
  • Leading small-scale refurbishments or improvement projects
