Job Overview
The Procurement Compliance Analysts will review and validate purchase requisitions above defined thresholds across selected categories. The role ensures compliance with Procurement policy, Delegations of Authority, sourcing rules, preferred suppliers and No PO No Pay requirements.
Analysts will apply a standardised review checklist and action each requisition as approve, request more information or reject. They will work closely with sites, requesters, managers and category teams to support accurate, compliant and value-for-money purchasing.
Key Responsibilities
Purchase Requisition (PR) Review
- Review requisitions routed to Procurement Compliance.
- Apply checklist: value thresholds, quote requirements, attachments, category, DAL, supplier verification, post-service checks.
- Validate submissions in Consumables, Bins & Compactors, Logistics, Plant & Equipment, Site Services (FM), Construction & Maintenance, and other categories as required based on volume.
- Identify incorrect categories or incomplete information.
Actioning PRs
Apply correct Approve / Hold / Reject codes.
- Provide feedback to users and keep register of comments.
- Ensure decisions align with procurement policy and risk/rate checks.
Supplier, Contract & Quote Validation - Assess quotes, scopes, rate cards, supplier choice and contract alignment.
- Confirm compliance with competitive sourcing requirements (1 quote / 2 quotes).
- Conduct simple RFQs for low-complexity, policy-driven purchases as required.
- Check mandatory, contracted or preferred supplier status.
Data & Governance
- Record and report on outcomes
- Flag recurring spend, catalogue opportunities or sourcing triggers.
- Identify No PO No Pay breaches and maintain audit integrity.
Stakeholder Engagement
- Challenge users constructively and provide procurement-aligned guidance.
- Communicate required actions (e.g. missing quotes, missing scope).
- Escalate high-value, high-risk or non-compliant requisitions.
Continuous Improvement
- Identify non-compliance trends and improvement opportunities.
- Support process streamlining and procurement initiatives.
Required Skills & Experience
Technical / Procurement
- 2+ years in procurement, buying, contracts, commercial analysis or category support.
- Understanding of FM, construction, logistics, plant and consumables categories.
- Ability to interpret procurement policy, DAL, contracts and rate cards.
- ERP/eProcurement experience (Coupa preferred).
- Strong ability to review quotes, scopes and supplier justification.
Analytical & Compliance
- High attention to detail and documentation accuracy.
- Strong judgement aligned with policy.
- Ability to question and challenge users professionally.
Interpersonal
- Clear written and verbal communication.
- Comfortable engaging with sites, managers and commercial teams.
- Able to manage workload in a fast-paced environment.
Tools & Systems
- Excel (intermediate), Monday.com (advantage), Coupa (advantage), ability to work with digital workflows/dashboards.
